What You Actually Need, and When
Most operators overbuy early and underbuy late. This page lists the service categories in the order you genuinely need them, what to compare before you pay for any of them, and where the real risk sits. Buy nothing here until the stage applies to you.

Set up the business
Business formation & registered agent
Forms the legal entity that holds your contracts, insurance and bank account, and gives you a registered address for official notices.
Before you pay anyone, check:
- Whether registered-agent service is included after year one, or renews at a higher rate
- Whether your home address stays off the public record
- What the state filing fee is separately — it is not part of the service price

Covers the vehicle, the driver and the passenger. This is the largest fixed cost most operators carry, and the one brokers check first.
Before you pay anyone, check:
- That the policy explicitly covers passenger transportation, not just commercial use
- Whether your broker or payer contract sets a minimum limit you must meet
- How the quote changes with driver age, MVR history and vehicle type
Worth knowing: Never buy on price alone. A cheaper policy that excludes passenger transport is worthless the day you need it.
Tivly — Matches you to carriers across a large network. You will receive calls from agents — that is how the model works.

Spreads the cost of a wheelchair-accessible vehicle, which typically runs far beyond what a new operator has in cash.
Before you pay anyone, check:
- The total cost of the loan, not the monthly payment
- Whether there is a prepayment penalty
- What happens to the payment if a contract ends and utilisation drops

Before you pay anyone, check:
- Whether it is a charge card that must be paid in full monthly
- Whether approval depends on personal credit or on business banking history
- Whether you can issue separate cards per driver at no extra cost

Schedules trips, assigns drivers, tracks completion and produces the documentation your billing depends on. The point at which spreadsheets stop working is usually earlier than operators expect.
Before you pay anyone, check:
- Whether it bills to your specific broker or state Medicaid system
- How pricing scales — per vehicle, per trip, or flat
- Whether trip documentation is exportable for an audit

Before you pay anyone, check:
- Whether the discount is real at stations on your actual routes
- Per-driver and per-day spending limits
- Whether transactions export cleanly into your bookkeeping

- Whether it handles hourly, per-trip and mixed pay structures
- Whether state tax registration is included or your responsibility
- Cost per employee per month at your expected headcount
Worth knowing: Whether a driver is an employee or a contractor is a legal determination, not a preference. Get it wrong and the back taxes are yours. Confirm with an accountant before you classify anyone.

Before you pay anyone, check:
- Which checks your state and broker contract specifically require
- Turnaround time — a slow check delays a hire you have already promised
- Whether ongoing MVR monitoring is included or extra
Worth knowing: Requirements differ by state, payer and broker. Confirm what applies to you before choosing a provider — the cheapest package is often not the one that satisfies your contract.

Grow the operation
CRM & follow-up
Tracks facilities, discharge planners and private-pay leads so follow-ups actually happen. Relevant once you are pursuing contracts rather than waiting on broker trips.
Before you pay anyone, check:
- Whether you will realistically use it — an unused CRM is pure cost
- How long setup takes before it produces anything
- Whether it replaces tools you already pay for
Worth knowing: Do not buy a CRM before you have a list of facilities to work. A spreadsheet handles your first twenty contacts perfectly well.
